THE HORDE is a faction made up almost entirely of random and confused bunker refugees, often faction deserters swept up in the chaos of the exodus. They are a cannibalistic band of a size too numerous to count. Most are kept in line through the fear of being eaten by the rest of the horde, though mutiny seems increasingly likely nowadays. They are led by a former guard commander and a rogue I.R.O.N. member, whose goals appear to be little more than turning society into a constant survival of the fittest battle. Naturally they have had fewer casualties in actual battle than deaths from infighting and food poisoning.
